The team defines impact on a 1-to-5 scale based on user harm, reach, and business importance. Effort is estimated as person-days, including testing and approval.

The navigation redesign receives impact 4 and effort 5. The matrix therefore makes the contact-form repair the clearest immediate action, but it does not automatically cancel the larger navigation work.

It then assigns an owner, defines completion evidence, and schedules a review. The useful output is not the quadrant label; it is a transparent decision and a next action.
